HCMC – The Party Central Committee’s (PCC) Inspection Commission has proposed the PCC’s Secretariat discipline former HCMC Vice Chairmen Nguyen Thanh Tai and Tran Vinh Tuyen.
At its fifth meeting from August 2 to 4, the Inspection Commission reviewed proposals on disciplinary measures against Party organizations and members involved in four cases in HCMC, the local media reported.
Accordingly, the Party unit of the municipal Party Committee’s office in the 2015-2020 tenure, the Party committee of the Tan Thuan Industrial Promotion Co., Ltd (IPC) in the 2015-2020 tenure, the Party committees of the South Saigon Development Corporation (SADECO) and Tan Thuan Construction and Investment JSC in the 2015-2017 and 2017-2020 terms flouted working regulations and showed a lack of responsibility, slack leadership and poor supervision, leading to some Party organizations and members violating the Party’s rules and the State law on land and asset management and anti-corruption.
Nguyen Thanh Tai, while serving as vice chairman of the HCMC government, illegally approved the transfer of a project investment right without allowing enterprises to bid for tenders, and signed documents approving the values of land lots and assets on the land lots as well as land rentals and the handing over of the lots.
Meanwhile, Tran Vinh Tuyen was found to have signed a decision approving the transfer of a residential project in Phuoc Long B Ward of Thu Duc City to a private firm, causing losses of VND672 billion.
The Inspection Commission also proposed disciplining Tran Trong Tuan, former director of the municipal Department of Construction, as he signed a document proposing Tuyen approve the project transfer.
Nguyen Hoai Nam, former secretary of the District 2 Party Committee and former deputy director of the municipal Department of Natural Resources and Environment; Le Tan Hung, former general director of Saigon Agriculture Incorporated (Sagri); and Te Tri Dung, former IPC general director and SADECO chairman, were expelled from the Party.
Nam was responsible for directly signing a document suggesting Tai sign decisions on illegal land transfers and leasing.
Meanwhile, Hung, was responsible for Sagri’s violations. He also directed the completion of procedures, signed a document proposing the municipal government allow the transfer of projects illegally and signed contracts to embezzle VND13.3 billion.
In addition, Dung would bear the most responsibility for the violations of IPC and SADECO and SADECO’s illegal issuance of shares. He also used SADECO’s money to travel abroad, approved many illegal expenditures and embezzled more than VND1.7 billion.
These individuals’ violations have caused serious consequences, causing huge losses and wastefulness of the State capital and assets, sparking public concern and damaging the prestige of the Party and the HCMC authorities.
The Inspection Commission asked the HCMC Party Committee’s Standing Board to inspect and promptly discipline Party organizations and members involved in these cases.
On July 28, the Supreme People’s Procuracy indicted Tuyen, Tuan, Hung and 14 other defendants, who were former executives of the government, departments and agencies in HCMC, for allegedly violating regulations on the management and use of State assets, causing losses and wastefulness, and embezzlement.
In September last year, the HCMC People’s Court handed down a jail term of eight years to Tai as he was involved in the transfer of a 5,000-square-meter land lot at 8-12 Le Duan in District 1, causing losses of VND252 billion.
