HCMC – A draft revision of the national technical code for condo buildings adds regulations on electric vehicle (EV) charging, parking, and battery swapping areas for both existing and new residential blocks.

The Ministry of Construction has completed the draft and submitted it to the Ministry of Science and Technology for feedback, the Vietnam News Agency reported. The ministry will continue appraisal procedures before issuing the updated standards.

The additions introduce three groups of requirements. These cover EV charging areas, EV parking zones, and battery swapping facilities.

For charging areas, the draft sets rules on location and installation priority. It requires separate zoning, with limits on the number of chargers in each zone to ensure fire safety. It also outlines technical requirements for fire prevention systems, electrical systems, lighting, and charging equipment.

For EV parking areas, the draft specifies location and zoning between electric and other vehicles. It includes technical requirements on fire safety, electrical systems, and lighting.

For battery swapping areas, the draft sets requirements on installation location, fire prevention measures, electrical systems, lightning protection, lighting, and battery swap cabinets.

The Ministry of Construction said the additions were studied due to their impact on residents and building operations, including fire prevention and firefighting.

Vietnam has more than two million electric motorcycles and about 300,000 electric cars in operation nationwide. Rising EV adoption has increased demand for parking spaces, charging stations, and battery swapping facilities, including in apartment buildings.
