Finance Ministry proposes casino pilot for Vietnamese at Van Don, Ho Tram

HCMC – The Ministry of Finance has sought approval for a pilot program that would allow eligible Vietnamese citizens to gamble at the Van Don casino in Quang Ninh and the Ho Tram casino in HCMC.

In a draft resolution submitted to the Ministry of Justice, the ministry said the pilot program that permitted Vietnamese citizens to enter the Phu Quoc casino expired on January 1, 2025. Therefore, new regulations are needed to decide whether to end or continue the policy to ensure business operations.

The draft resolution proposes officially ending the pilot program at the Phu Quoc casino and formally permitting eligible Vietnamese citizens to play there, while piloting Vietnamese entry at the Van Don and Ho Tram casinos for five years from the start of their operations.

The Van Don casino project was authorized by the Politburo for a three-year pilot program from the date of operation and has received investment approval from the prime minister, with investor selection underway. Meanwhile, the Ho Tram casino is already in operation but currently allows only foreign players.

It is said that this move would institutionalize higher-level directives, provide a legal basis for enterprises to plan business activities and player management, and enable relevant ministries and agencies to supervise Vietnamese participation in casinos.
