HCMC – The Ministry of Finance has proposed that interest subsidies not be provided for loans with overdue principal, unpaid interest, or loans that have already been restructured.
The proposal allows exceptions only for loans affected by force majeure events, which may still qualify for restructuring and interest support under the law.
The ministry is drafting a decree on state budget settlements and the allocation of interest subsidies to commercial banks implementing government-backed preferential credit programs.
The draft requires that subsidies be applied transparently, reach the intended beneficiaries, and prevent misuse. Commercial banks are expected to follow regulations while facilitating access for borrowers.
Loans receiving subsidies must meet all legal conditions and have proper documentation.
The Ministry of Finance is seeking public feedback on the draft through its official online portal.
