HCMC – Domestic gold prices extended gains on December 12, with SJC-branded gold bar prices surging to VND155.6 million per tael, widening their premium over gold rings as global prices remained far lower.

The State Bank of Vietnam’s Region 2 Branch has told gold businesses in HCMC to adhere to new regulations requiring non-cash payment for gold transactions worth VND20 million or more per day.

Under Decree 232/2025, which amends Decree 24/2012, gold purchases and sales valued at VND20 million or more per customer per day must be settled via the bank accounts of both the customer and the gold trading enterprise. Payments through collection agents or intermediaries are not permitted.

Tran Thi Ngoc Lien, deputy director of the State Bank of Vietnam’s Region 2 Branch, said customers buying gold multiple times in one day must use bank transfers for any amount exceeding VND20 million.

The National Assembly has also approved amendments to the Personal Income Tax Law, introducing a 0.1% tax on income from gold bar transfers. The revised law will take effect on July 1, 2026.

On the global market, gold hovered around US$4,273 per ounce, equivalent to roughly VND135.9 million per tael based on Vietcombank’s exchange rate, keeping international prices nearly VND19.7 million below domestic SJC gold.

This morning, the central exchange rate was set at VND25,148 per U.S. dollar, down VND8 from December 11. Commercial banks adjusted their rates accordingly.

With the 5% trading band on either side of the central exchange rate, Vietcombank listed the dollar at VND26,105–26,405 (buy/sell), VietinBank at VND26,104–26,405, BIDV at VND26,120–26,405, and Eximbank at VND26,100–26,405 per dollar.
