Government orders faster work on four expressway projects in north

HCMC – The Vietnamese Government has ordered provincial authorities and project investors to speed up site clearance and construction work on four key expressway projects in northern Vietnam.

Deputy Prime Minister Bui Thanh Son has signed Directive No. 197, urging localities and relevant agencies to remove bottlenecks and accelerate the progress of the Tuyen Quang–Ha Giang, Dong Dang–Tra Linh, and Huu Nghi–Chi Lang expressways, according to the Government news website (baochinhphu.vn).

Under the directive, site clearance must be completed by October 15.
Tuyen Quang Province has been asked to finish land clearance, relocate technical infrastructure, complete resettlement, and clear an additional 8.1 kilometers of the expanded section.

Lang Son Province must relocate six households affected by the Dong Dang–Tra Linh project and resolve all issues related to land, infrastructure, and waste disposal sites for the Huu Nghi–Chi Lang section. Provincial leaders will be held accountable if deadlines are missed.

Project investors and contractors have been instructed to mobilize maximum resources—personnel, equipment, and capital—and to maintain continuous construction to take advantage of favorable weather conditions.

The Government aims to complete the roadbed, bridges, and pavement works on the Tuyen Quang–Ha Giang Expressway within October. The Dong Dang–Tra Linh and Huu Nghi–Chi Lang routes are expected to be connected by December 19.

The Deputy PM emphasized that progress must not come at the expense of quality, particularly for bridges, tunnels, and areas with complex geological conditions.

Provincial governments are required to closely monitor construction quality and take prompt action against contractors responsible for substandard or delayed work.

The directive also calls for the completion of phase-one adjustments and preparations for phase two of the projects.

The Ministry of Finance has been tasked with coordinating funding allocations to ensure supporting facilities—such as rest areas, traffic monitoring systems, electronic toll collection, and vehicle weight control—are completed before the roads are put into operation.
