HCMC – Minister of Home Affairs Pham Thi Thanh Tra has submitted a proposal to the Government outlining its organizational structure that has 14 ministries and three ministerial-level agencies.
The Government is set to present the proposal to the National Assembly during an extraordinary session scheduled from February 12 to 17 for review and approval.
The proposal outlines that the Government, following the restructuring, will consist of 14 ministries and three ministerial-level agencies.
The Ministry of Finance will be formed by merging the Ministry of Planning and Investment with the Ministry of Finance, effectively inheriting the functions and responsibilities of both ministries.
It will assume the functions, responsibilities, and organizational structure of Vietnam Social Security, along with the rights, duties, and responsibilities of the ownership representative for 18 state-owned corporations and enterprises currently managed by the Commission for Management of State Capital at Enterprises (CMSC).
The Ministry of Construction will be established by merging the Ministry of Construction and the Ministry of Transport, inheriting the functions and responsibilities of both ministries.
The responsibility for managing the testing and issuing of driver’s licenses for motor vehicles has been moved from the Ministry of Transport to the Ministry of Public Security.
The Ministry of Agriculture and Environment will be created by merging the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment.
It inherits the functions and responsibilities of both ministries and also takes on the responsibility for poverty reduction from the Ministry of Labor, Invalids, and Social Affairs.
The Ministry of Science and Technology will be formed by merging the Ministry of Information and Communications with the Ministry of Science and Technology, assuming the functions and responsibilities of both.
The management of press and publishing will be transferred to the Ministry of Culture, Sports, and Tourism.
The Ministry of Home Affairs will be established by merging the Ministry of Labor, Invalids, and Social Affairs with the Ministry of Home Affairs.
It will continue to perform its existing functions and responsibilities while taking on the state management duties related to labor, wages, employment, people with meritorious services, occupational safety and health, social insurance, and gender equality from the Ministry of Labor, Invalids, and Social Affairs.
State management of vocational education will be moved to the Ministry of Education and Training. The Ministry of Health will take over responsibilities for social welfare, child protection, and combating social evils.
Management of drug rehabilitation and post-rehabilitation will be transferred to the Ministry of Public Security, while the Ministry of Agriculture and Environment will assume responsibility for poverty reduction.
The Ministry of Ethnic Minority and Religious Affairs will be formed on the basis of the Government Committee for Ethnic Affairs, which will take on the functions, responsibilities, and organizational structure of state management regarding religion from the Ministry of Home Affairs, in addition to enhancing and completing the state management functions concerning ethnic affairs.
The proposal also specifies the retention of the following ministries and ministerial-level agencies: Ministry of Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism, Ministry of Foreign Affairs, Ministry of Education and Training, Ministry of Health, Government Office, Government Inspectorate, and the State Bank of Vietnam.
