Gov’t greenlights four new terminals at Lach Huyen Port

HCMC – Deputy Prime Minister Tran Hong Ha has signed a decision approving the construction of four new container terminals in the Lach Huyen port area in Haiphong City.

The VND24.8-trillion project will build terminals 9, 10, 11 and 12 in the Cat Hai area, which is part of the Dinh Vu-Cat Hai economic zone in Haiphong, according to the Government news website.

According to Decision 1497, the terminals will have a combined length of 1,800 meters, with each measuring 450 meters. They will be capable of receiving container vessels of 12,000 to 18,000 TEUs.

The project also includes a 400-meter berth for inland waterway barges.

Supporting infrastructure will also be developed, including container yards, repair workshops, internal roads, auxiliary facilities, and technical infrastructure. Modern and specialized cargo handling equipment will be installed. The total land and water surface allocated for the project is around 146.2 hectares.

The project will be implemented in two phases. Phase one, from 2026 to 2030, will involve the construction of terminals 9 and 10. Phase two, from 2031 to 2035, will cover terminals 11 and 12.

The Haiphong People’s Committee has been tasked with selecting the project’s investors in accordance with applicable procedures and regulations.

Once operational, the new terminals are expected to contribute to the development of a modern deep-water port system capable of handling large vessels, while enhancing connectivity with logistics and free trade zones. The project aims to improve cargo flow efficiency, promote regional competitiveness, attract investment, and leverage the area’s natural and geographical advantages to boost the Dinh Vu-Cat Hai economic zone.

The development is aligned with Vietnam’s master plan for seaport development in the 2021–2030 period, with a vision to 2050. It is also expected to drive socio-economic growth in Haiphong and the northern region.
