Haiphong to build 49,400 social housing units by 2030

HCMC – Haiphong City has set a target to complete 49,400 social housing units by 2030, with more than 16,600 units scheduled for completion this year. The city is urging faster progress on ongoing projects and seeking additional investors to meet and exceed the Government’s assigned targets.

According to the municipal Department of Construction, after the merger of Haiphong and Hai Duong, the city’s target for the 2021-2030 period was set at 49,400 units. Apart from roughly 16,600 units to be completed by 2025, the remaining amount of nearly 33,000 units will be completed between 2026 and 2030, the Vietnam News Agency reported.

To achieve these goals, Haiphong has instructed developers with completed or nearly finished projects to finalize construction, hand over homes to residents, and apply for ownership certificates for buyers in line with regulations.

For projects currently under construction, the city is allocating resources to accelerate progress.

Projects that already have investors will be required to complete legal procedures in 2025 so construction can begin promptly and finish within the 2026-2030 timeframe. For projects with approved investment policies but no selected investors, the city aims to finalize investor selection this year, break ground in the second quarter of 2026, and complete construction by 2030.

Currently, around 16 investors have expressed interest in developing social housing projects in Haiphong. The Department of Construction is guiding them through the necessary procedures.

Since 2021, the city has launched 23 projects for low-income households and workers, with a total of 26,255 units.
