HCMC – Hanoi has issued a decision piloting several special mechanisms to develop its urban railway system, with work on two new lines set to begin in October this year.
The Hanoi People’s Committee has issued Decision No. 2613 to implement the National Assembly’s Resolution 188 on pilot special mechanisms and policies to accelerate the development of the capital city’s metro network, reported the Vietnam News Agency.
The plan includes seven key components, notably the issuance of documents to concretize the resolution, planning the railway and metro networks based on the TOD (Transit-Oriented Development) model, and preparing for the implementation of major investment projects in the 2026-2045 period.
Hanoi will strengthen its inter-agency task force and introduce detailed regulations on selecting metro routes and project sites, technology transfer, design standards, and criteria for choosing organizations and businesses to participate in the metro sector.
Planning efforts will focus on reviewing current land use along railway corridors, updating TOD area plans, and integrating them into Hanoi’s revised transport and power infrastructure plans to secure land and energy resources for metro projects.
The local government also requested the development of capital mobilization plans for the 2026-2030 and 2031-2035 periods, including flexible use of the city budget to advance funds for signing ODA loan agreements.
The city will allocate public investment for preparatory work, land acquisition, compensation, resettlement, and infrastructure relocation. It aims to complete and put into operation the underground section of the Nhon-Hanoi Station metro line by 2027.
In October, Hanoi will begin work on two metro lines: Line 2 (Nam Thang Long- Tran Hung Dao) and Line 5 (Van Cao-Hoa Lac).
Between 2026 and 2030, the city plans to implement additional segments of Line 3 (Hanoi Station-Yen So), Line 2 (Tran Hung Dao-Thuong Dinh and Nam Thang Long-Noi Bai), and an extension of Line 2A to Xuan Mai.
