HCMC – Hanoi has approved the investment policy for two large-scale urban infrastructure projects with a combined cost of nearly VND1.8 quadrillion, aimed at reshaping the city’s southern area and the Red River corridor.
On December 13, the Hanoi Party Committee endorsed the development of an Olympic Sports Urban Area in the south of the capital and the Red River Scenic Boulevard project.
The Olympic Sports Urban Area is planned as a modern urban–sports complex designed to meet international standards. The project is intended to enable Hanoi to host major regional and global sporting events such as the Asian Games and, potentially, the Olympic Games. It is also expected to help synchronize technical and social infrastructure and create a new architectural and landscape space in southern Hanoi.
Covering more than 9,170 hectares across 11 communes, the project will be divided into four functional zones. These areas will focus on sports-oriented urban development and service clusters linked to an international-standard sports complex and stadium, forming a large-scale sports and services hub for the capital.
The project’s preliminary investment is estimated at around VND925 trillion, with a projected population of about 751,000. Construction of the main sports complex and stadium is scheduled for completion by the second quarter of 2030, while the entire project is targeted for completion by 2035.
Meanwhile, the Red River Scenic Boulevard project will span roughly 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge and passing through 19 wards and communes. Key components include an 80-kilometer riverside boulevard, about 3,300 hectares of landscape parks and recreational areas, and around 2,100 hectares designated for site clearance and urban redevelopment.
The project will be implemented through multiple sub-projects on both banks of the Red River, along with an underground metro line and resettlement urban areas. Its preliminary investment is estimated at VND855 trillion, with completion targeted for 2030.
The project aims to complete a north–south transport axis along the Red River while creating a modern and sustainable urban landscape on both riverbanks. City officials expect it to improve the living environment, enhance the quality of the urban core, and generate new economic growth drivers for Hanoi.
Hanoi Party Secretary Nguyen Duy Ngoc said the two projects are of strategic importance to the capital, the Red River Delta, and the country as a whole. They are expected to support Hanoi’s goal of achieving GRDP growth of at least 11% from 2026 and contribute to a new image of the capital as a creative, green, smart, and globally connected metropolis.
The Hanoi People’s Council is scheduled to review and vote on the two projects later on December 13. If approved, construction is expected to begin on December 19, with completion targeted to coincide with the 100th anniversary of the Communist Party of Vietnam in February 2030.
