Hanoi has no plan to relocate 860,000 residents from inner-city areas

HCMC – Hanoi authorities have denied reports that 860,000 residents would be relocated from inner-city areas, clarifying that the figure was used for economic planning and orientation assumptions rather than an official relocation target.

At a meeting held at the Hanoi City People’s Committee headquarters on March 19 by the Hanoi City Department of Planning and Architecture to review the capital’s master plan with a 100-year vision, Nguyen Trong Ky Anh, director of the department, said recent information suggesting a full relocation of inner-city residents to suburban areas is incorrect, according to local news reports.

The department said future urban and population restructuring will be reviewed based on existing studies and current zoning plans. These include Decision 1668/QD-TTg approving adjustments to Hanoi’s general master plan to 2045 with a vision to 2065, and Decision 1569/QD-TTg approving the capital’s plan for 2021-2030 with a vision to 2050, both issued in 2024.

These approved plans will serve as the foundation for the capital’s master plan with a 100-year vision. Authorities said some areas may be subject to site clearance to address spatial and planning requirements, but this does not mean a complete relocation of all residents in those areas.

The figure of 860,000 residents, previously mentioned, was used to establish a basis for economic calculations and orientations, not as a count of people to be moved out of the city center.
