HCMC – The government of Hanoi City is seeking feedback on a plan to increase household waste collection fees by more than sevenfold starting next year, with a maximum of VND43,000 per person per month.
Under the proposal, household waste fees would rise from the current VND6,000 per person per month to VND21,000 in 2025 and VND43,000 in 2026.
In communes, the fee would increase from VND3,000 to VND10,000 in 2025 and VND23,000 from 2026. This means the new rates would be more than seven times higher than the current levels starting next year.
For government agencies, organizations, businesses, and industrial clusters, the fee would be calculated based on the volume of waste generated, at VND1,175 per kilogram.
The Hanoi City People’s Committee noted that current fees cover only a small portion of actual costs. In 2024, Hanoi collected nearly VND568 billion in waste fees, while spending almost VND2.3 trillion on collection and treatment, four times higher.
The planned fee hike is deemed necessary to ease the burden on the state budget while encouraging residents to reduce waste and sort it at the source.
The city also aims to gradually shift to a system of charging based on the volume of waste generated, instead of the current per capita flat-rate method.
At present, the capital city generates about 7,500 tons of household waste daily, with the Thien Y and Seraphin waste-to-energy plants handling over 6,200 tons while producing around 120MW of electricity.
Compared to other localities, Hanoi’s current waste collection fees remain low: HCMC charges VND84,000 per household per month, Haiphong VND40,000, and Danang VND30,000.
