Hanoi shifts condo fee dispute handling to commune level

HCMC – Hanoi City has assigned commune- and ward-level authorities to directly resolve disputes over condominium management and maintenance fees starting February 23, under Decision 25 issued by the People’s Committee of Hanoi City.

The decision amends and supplements the city’s price framework for condominium management and operation services.

For privately owned condominium buildings, commune-level authorities will handle disputes related to management, handover procedures, and the collection, management, and use of maintenance funds for shared areas, in line with the Housing Law.

For public condominiums, commune authorities will lead inspections of financial activities involving developers, building operators, and management boards. They will also address conflicts arising during building operations.

Previously, these responsibilities were mainly handled by district-level governments and the Department of Construction.

From July 1, 2025, commune-level authorities will take on expanded roles to manage, monitor, and inspect condo buildings under the two-tier local government model introduced by Circular 9/2025 guiding the 2023 Housing Law.

Separately, Hanoi City plans to develop 148 social housing projects between 2026 and 2030, covering about 568.3 hectares and delivering around 135,602 units. The target is to ensure at least 120,000 condo units during the period.

The city is also coordinating with the Ministry of Public Security and the Ministry of National Defense to build about 62,800 housing units for armed forces personnel, adding to the social housing supply.

Hanoi City will prepare detailed project plans and develop replacement options for delayed projects to ensure its housing targets for 2026–2030 are met.
