HCMC – Hanoi will break ground on the VND855-trillion Red River Scenic Boulevard on December 19, a major urban infrastructure project aimed at reshaping the capital’s riverfront, improving the living environment and supporting long-term economic growth.
The Hanoi People’s Council on December 14 approved the investment policy for the project at a special session of its 29th meeting, according to the Vietnam News Agency.
The project is one of the largest urban developments ever undertaken in the capital and is seen as having strategic importance not only for Hanoi but also for the Red River Delta region and the country as a whole.
Authorities expect the project to drive breakthroughs in infrastructure development, economic growth and urban planning, with the goal of creating a “Red River miracle” and helping Hanoi achieve gross regional domestic product (GRDP) growth of 11% or higher in the 2026-2030 period.
The Red River Scenic Boulevard project will span roughly 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge and passing through 19 wards and communes in Hanoi.
Parks, landscaped areas and recreational facilities will account for about 3,300 hectares, while around 2,100 hectares will be allocated for land clearance to support urban redevelopment.
In addition to these components, the project also includes an underground metro line running along the right bank of the Red River, aimed at ensuring seamless integration with Hanoi’s urban rail network in the coming years.
The project’s preliminary total investment is estimated at about VND855 trillion, with completion targeted for 2030.
