Hanoi unveils plan to develop 120,000 social homes by 2030

HCMC – Hanoi City has announced a plan to select investors to develop around 120,000 social homes between 2026 and 2030 to meet housing demand among those eligible for state support policy.

The plan was released under a decision signed by Permanent Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan. It marks the first phase of publicly disclosing projects designated for social housing development in the capital and translates targets assigned by the central Government into concrete action.

According to the decision, project information will be published to attract investors in line with Article 76 of the 2023 Housing Law. The housing units are intended for groups entitled to preferential housing policies.

All projects listed in this phase are aligned with Hanoi’s adjusted master plan, zoning and detailed plans, as well as the city’s housing development program for 2021–2030 and the housing development plan for 2021–2025.

Investor proposals will be received by the Hanoi Public Administration Service Center at 258 Vo Chi Cong Street, Tay Ho Ward, before being transferred to the Department of Construction for appraisal in accordance with regulations. The application window will remain open for 30 days from the date the project information is publicly posted on the city’s official portal.

Project implementation is expected to take about three years for sites where land clearance has been completed, and around four years for those where clearance is still underway.

The city government has tasked relevant departments and local authorities with reviewing available land, providing information on land use status, and publicly disclosing project details. The goal is to attract investors and accelerate the development of social housing across the capital.
