HCMC – HCMC has approved a land clearance and compensation plan for a section of the North-South high-speed railway running through the city, with a projected budget exceeding VND2.1 trillion.
The compensation and resettlement plan was recently approved by the HCMC People’s Committee. It includes provisions for site clearance, support for displaced households, and a strategy to develop land around stations and depots along the railway corridor. The project aligns with the national investment guidelines outlined in Resolution 172 by the National Assembly and Resolution 106 by the Government.
Relevant departments are expected to allocate necessary funding proactively and implement land-use planning based on the transit-oriented development (TOD) model. The plan also emphasizes transparency and efficiency in attracting private sector investment to avoid waste or misconduct.
According to the plan, the investor is required to prepare, submit, and gain approval for a resettlement area by August 19, with completion targeted for the second quarter of 2026.
The HCMC section of the railway spans nearly 13.5 kilometers, requiring the acquisition of over 110 hectares. Preliminary boundaries provided by the Ministry of Construction have helped identify the required land area.
The total cost for land clearance and resettlement in HCMC is estimated at more than VND2.5 trillion, including over VND2.1 trillion specifically earmarked for compensation and support.
The National Assembly approved the North-South high-speed railway project in November last year. The proposed line stretches 1,541 kilometers from Ngoc Hoi Station in Hanoi to Thu Thiem Station in HCMC. It is primarily for passenger transport but can support defense and freight operations if needed.
Nationwide, the project is expected to require around 10,800 hectares of land and impact more than 120,000 people in terms of resettlement.
