HCMC approves VinSpeed to develop Ben Thanh–Can Gio metro line

HCMC – HCMC has selected Vingroup’s infrastructure development arm VinSpeed to build the Ben Thanh–Can Gio metro line, which will require an estimated VND102.43 trillion.

According to the city government’s decision, the line would run more than 54 kilometers from September 23 Park in downtown HCMC to a 39-hectare site bordering Vingroup’s Vinhomes Green Paradise Can Gio urban development project. The route will use double tracks with a standard gauge of 1,435 mm and operate on an electrified system designed for trains running at up to 350 km/h.

The line will pass through the wards and communes of Ben Thanh, Khanh Hoi, Xom Chieu, Tan Thuan, Tan My, Nha Be, Binh Khanh, An Thoi Dong and Can Gio.

Phase one will have two main stations—Ben Thanh and Can Gio. Four additional stations—Tan Thuan, Tan My, Nha Be and Binh Khanh—will be built later when needed. The depot and the operation center will be located in Can Gio.

The metro line will use six trainsets for daily operations and one reserve trainset, totaling 56 cars. Services will run from 6 a.m. to 11 p.m. at 20-minute intervals. Three train pairs will operate per hour in both directions, with end-to-end travel time estimated at around 20.3 minutes.

The preliminary investment cost excludes land clearance expenses of about VND12.78 trillion, which will be funded by the state budget. The project is planned to operate for 70 years from the date the investment decision is issued. It will require about 328 hectares of land, including railway safety corridors.

Land clearance is scheduled to begin in the fourth quarter of 2025. Once the investor receives the site, construction is expected to take 30 months, enabling partial operation in 2028, excluding the four stations planned for phase two. Groundbreaking is scheduled for December 19.

Can Gio is located roughly 50 kilometers from downtown HCMC and is currently accessed by the Binh Khanh ferry service.

The ferry service has been overloaded for years, particularly on weekends, when long queues of vehicles form on both sides of the river.

The 2,870-hectare Vinhomes Green Paradise Can Gio project would accommodate more than 228,000 residents and attract nearly nine million visitors annually. City authorities expect significant future demand for transport connectivity to the new urban zone and Can Gio Commune.

To address infrastructure gaps and strengthen links to coastal areas, HCMC is preparing several major transport projects in addition to the metro line. These include the Can Gio Bridge to replace the Binh Khanh ferry, an interchange connecting Rung Sac Road with the Ben Luc–Long Thanh expressway, and an over-sea road linking Can Gio and Vung Tau. All are planned to begin construction in 2026.
