HCMC – The HCMC People’s Council has approved a budget allocation of over VND1.8 trillion to help Tay Ninh Province accelerate land clearance for the HCMC–Moc Bai expressway, a key regional transport project slated to break ground in 2026.
At a meeting on November 14, the council endorsed the use of city budget reserves to support Tay Ninh in clearing land for the expressway, according to the Vietnam News Agency. The additional funding aims to remove financial bottlenecks and keep the interprovincial project on track for its targeted groundbreaking date in March 2026.
The HCMC–Moc Bai expressway project (phase 1) received investment approval from the Prime Minister in August 2024 under the public–private partnership (PPP) model, with a build-operate-transfer (BOT) contract. The 51-kilometer expressway will link Beltway No. 3 in HCMC with National Highway 22 in Tay Ninh.
The road will have four lanes and a designed speed of 120km/h, while land clearance will follow the planned scale of six lanes. The project’s total investment is estimated at over VND19.6 trillion.
HCMC authorities have designated the expressway as a flagship transport infrastructure project that strengthens connectivity between the city, Tay Ninh Province, and the broader southeastern region. The Prime Minister has requested relevant agencies to promptly resolve obstacles to ensure timely implementation.
The city said the VND1.806 trillion support package will come from its 2025 budget contingency fund. After the allocation, the fund will retain more than VND5.47 trillion, ensuring adequate reserves.
Once completed, the expressway is expected to shorten travel times, reduce logistics costs, and attract investment into the Moc Bai industrial-urban complex along the East–West economic corridor. It will also help boost trade with Cambodia and the wider ASEAN region.
