HCMC Beltway No. 3 set for technical opening on December 19

HCMC – Deputy Prime Minister Mai Van Chinh has asked contractors of HCMC Beltway No. 3 to accelerate construction to ensure the major transport project meets its December deadline.

Chinh led a government delegation to inspect the section of the project running through Dong Nai Province on November 25. He said the road is a strategic infrastructure project for southern Vietnam, linking HCMC with Dong Nai and Tay Ninh and creating new development space for the region.

Once completed, the beltway is expected to unlock land-use potential, support the growth of modern urban areas, and contribute to national socioeconomic targets.

The deputy prime minister said the project is scheduled to achieve a technical opening on December 19. With limited time remaining, he urged contractors to mobilize more workers and equipment and maintain round-the-clock construction. He also stressed the need for strict supervision to ensure the road meets long-term quality standards.

Nguyen Linh, deputy director of the Dong Nai Province Construction Investment Project Management Board, said the Dong Nai section spans more than 11 kilometers and requires over VND2.58 trillion (US$104 million) in investment. Full operation of the entire ring road is planned for 2026.

Construction progress has reached over 60% of contract value, with several components ahead of schedule. Contractors are currently focusing on roadbeds and bridge structures. Most road foundations have been completed and are now receiving crushed-stone layers and asphalt. Bridges along the route have largely finished structural work and are being paved, with guardrails, retaining walls, and approach roads under construction.

Linh noted that from August to October 2025, rainfall affected about half of each month, yet contractors maintained progress. All parties are now concentrating resources to meet the December 19 technical opening deadline.
