HCMC – HCMC has cut the maximum processing time for social housing projects developed by businesses to 132 days from the current 153 days, the municipal People’s Committee announced.
The move places such projects under a priority “green lane” mechanism to speed up the approval process. Departments must process proposed projects within their authority and meet legal deadlines.
Projects in the “green lane” will receive guidance from experienced officials, who review dossiers before submission to reduce errors.
For company-led projects on legally owned or transferred land, the administrative process includes seven steps. These cover investment policy approval, detailed planning, land procedures, construction permit, design appraisal, project acceptance, and verification of sale or lease-purchase prices.
The timeline is split into two phases. The pre-construction stage, including investment preparation and conditions for starting construction, is capped at 62 days. The remaining steps, including acceptance, beneficiary verification, and pricing checks, take up to 70 days.
Projects funded by public investment follow eight steps, with a maximum processing time of 122 days, excluding registration of medium-term public investment plans.
Projects on state-managed land involve seven steps and may take up to 154 days. The preparation phase is limited to 84 days, while post-construction procedures are capped at 70 days.
Under the 2026–2030 social housing plan, the city has the largest target in the nation. It aims to complete 28,500 units this year and reach 181,257 units over four years. From 2028 to 2030, about 38,200 units must be added annually.
