HCMC eyes shift to electric motorbikes for 400,000 ride-hailing drivers

HCMC – HCMC is planning to convert 400,000 gasoline-powered motorbikes used by ride-hailing and delivery drivers to electric versions in an effort to reduce air pollution.

The proposal was announced on May 22 by the HCMC Institute for Development Studies. A draft list of eligible drivers will be completed in June, followed by expert consultations. The plan is expected to be submitted to the city government in July.

Le Thanh Hai, director of the institute’s Center for Economic Application Consulting, said ride-hailing motorbikes generate high emissions due to heavy daily use. Drivers typically travel over 100 kilometers per day, operating 8 to 12 hours.

A survey of over 400 riders from ridesharing companies like Grab, Be, and Gojek found daily fuel costs of VND70,000 to VND100,000. In comparison, drivers using electric motorbikes, such as those from Xanh SM, spend around VND20,000 on charging.

Net savings after deducting battery depreciation and charging time are estimated at VND40,000 to VND60,000 per day, or about VND1 million per month. According to Hai, these savings could cover loan repayments for new electric bikes in two to two-and-a-half years.

The institute is working with banks to develop credit products. Manufacturers have pledged discounts for drivers switching to electric vehicles. The city has proposed exempting registration fees and value-added tax for two years to support the program.

HCMC also plans to expand clean-energy public transport. The city currently operates 19 electric bus routes and 18 routes using compressed natural gas, totaling 688 vehicles.

The city is implementing a two-phase emissions control program. It includes incentives for individuals and businesses to shift to electric vehicles and outlines long-term plans to limit gasoline-powered vehicles in central districts, Can Gio, and Con Dao by 2050.
