HCMC eyes VND620-trillion investments in 2025

HCMC – HCMC aims to mobilize VND620 trillion for investment this year, reported the local media.

The funds will come from state capital amounting to VND156.24 trillion, private domestic sources contributing VND401.76 trillion, and foreign direct investment (FDI) estimated at VND62 trillion.

The city will prioritize infrastructure development, including roads, energy, telecommunications, and regional connectivity projects. Key initiatives include Beltways No. 3 and 4, upgrades to Tan Son Nhat International Airport, the Can Gio International Transshipment Port project, and the Lotte Eco Smart City. At least 1% of the city’s gross regional domestic product (GRDP) will be allocated to science and technology development.

Authorities plan to direct state funds toward critical infrastructure projects that struggle to attract private investment. To balance the budget, HCMC will focus on increasing revenue, reducing expenditures, and improving the efficiency of public investment.

Private investment is expected to contribute VND401.76 trillion, with the city implementing policies to enhance transparency, streamline regulations, and provide interest rate subsidies for key projects. Officials will also promote investment opportunities to financial institutions and businesses.

HCMC aims to attract VND62 trillion in FDI under its 2023-2025 strategy, targeting sectors such as transshipment ports, innovation hubs, research and development, advanced materials, clean energy, and semiconductor manufacturing. The city is preparing land and regulatory frameworks for 84 major projects scheduled for 2024-2025.

Authorities are planning transit-oriented development (TOD) across 11 zones covering 1,107 hectares, integrating urban expansion with modern public transportation networks.

The investment drive is part of HCMC’s broader economic strategy to strengthen infrastructure and sustain long-term growth.
