HCMC invites bids for Binh Quoi–Thanh Da new urban area project

HCMC – The HCMC People’s Committee has announced the public disclosure of information and the receipt of bids from investors for the Binh Quoi–Thanh Da new urban area project under a strategic investor selection mechanism.

The project is located in Binh Quoi Ward, HCMC, on a site of about 406 hectares covering the Binh Quoi–Thanh Da Peninsula, which is naturally surrounded by the Saigon River.

The urban area is planned as a mixed-use development, including residential zones, multifunctional areas, administrative and service centers, commercial and tourism facilities, public parks, green spaces, water surfaces, and a synchronized technical and social infrastructure system. The project is also designed to function as a flood-adaptive urban park in response to climate change.

The development is part of a key urban growth zone under the city’s master plan approved by the prime minister in 2025. Total investment is expected to exceed VND50 trillion, qualifying the project for the strategic investor mechanism under National Assembly Resolution 260/2025/QH15, which amends National Assembly Resolution 98/2023/QH15 on special policies and mechanisms for HCMC development.

HCMC said the project is included in its priority list for attracting strategic investors. The city has published project details to allow interested investors to study and submit proposals.

Under the selection mechanism, if only one investor meets the strategic investor criteria, the city will consider and decide on the appointment. If two or more qualified investors submit valid bids, the investment authority will, within seven days from the date of receipt of the first valid bidding file, propose evaluation criteria and establish a review council to ensure a transparent and competitive bid selection process.

Timeline and bid submission

Bids from strategic investor will be accepted from the date the notice is publicly posted on HCMC’s official portal. Bids submitted after seven days from the receipt of the first valid proposal will not be considered.

Files should be submitted at the HCMC Public Administration Service Center or via the National Public Service Portal, in accordance with regulations.
