HCMC – The HCMC People’s Committee has issued a plan to implement a price stabilization program covering around 350 essential drugs in 20 categories.

Under the program, which will be carried out from April 1, 2026 to March 31, 2027, these pharmaceutical products must be priced at least 5% lower than similar items on the market.

The program targets commonly used drugs for treating prevalent and chronic conditions, including pain relief, anti-inflammatory, anti-allergy, cardiovascular, glucose-lowering, anti-infective, digestive, respiratory, musculoskeletal, vitamin and mineral supplements, and traditional medicines. The list is based on actual demand and regulations of the Ministry of Health.

Eligible participants include pharmaceutical manufacturers, distributors and retail pharmacies. Companies must meet Good Manufacturing Practice (GMP) and Good Distribution Practice (GDP) standards, demonstrate financial capacity, maintain a wide distribution network, and commit to supplying sufficient quantities at registered prices.

Retailers must meet pharmaceutical business requirements, publicly list prices, ensure clear identification of stabilized products, and sell at regulated prices.

In case of fluctuations in input costs affecting pricing, participating companies must report to the municipal Department of Health and Department of Finance for review and adjustment in line with regulations.

Participants will receive support in communications, pricing information, identification materials and professional training, and may be considered for recognition upon program completion. Violations of pharmaceutical regulations or quality standards will result in penalties and removal from the program.

The program is part of efforts to balance supply and demand and support access to medicines, and is aligned with the national campaigns promoting the use of Vietnamese goods and domestically produced medicines.
