HCMC – The Ministry of Construction has proposed that the prime minister choose HCMC as the investor of the Thu Thiem-Long Thanh railway project, which will facilitate transport between Tan Son Nhat and Long Thanh airports.
If it is appointed as the managing agency, HCMC will take over all existing research results of the Thu Thiem-Long Thanh railway project to proceed with investment preparation and implementation.
The ministry also proposed allowing HCMC to include the Thu Thiem-Long Thanh railway line in the city’s urban railway master plan.
Regarding investment capital, the ministry said that once the project is handed over to the local government, investment planning for the railway line would be considered in conjunction with urban development under the Transit-Oriented Development (TOD) model in the project area.
This approach would provide additional solutions for mobilizing capital, including local budget and private funding, and attract potential investors, enabling comparison and selection of the most suitable investment model and funding sources.
The Ministry of Construction said studies show that most passengers on the Thu Thiem-Long Thanh railway would be suburban and urban travelers, making up an estimated 85–90% of total ridership, or about 116–122 million passengers a year by 2050.
Therefore, the ministry has proposed changing the line’s classification from a national railway to an urban railway and plans to submit the adjusted railway network master plan to the prime minister in December 2025.
Regarding this project, the HCMC People’s Committee has sent a document to ministries and agencies, requesting them to consider and soon propose to the prime minister that HCMC be appointed as the managing agency.
In April 2025, the Dong Nai Provincial People’s Council also passed a resolution approving the proposal to assign HCMC as the managing agency for the project.
