HCMC – HCMC is considering restrictions on high-emission vehicles in areas with severe air pollution as the city’s vehicle count rises to around 11 million.
Bui Hoa An, deputy director of the city’s Department of Construction, said the department has asked relevant agencies to propose solutions for controlling high-emission vehicles in heavily polluted zones, reported the Vietnam News Agency.
The city is also planning to assess vehicle emissions and develop criteria to limit traffic based on local environmental conditions.
The municipal Department of Agriculture and Environment has been assigned to identify high-emission zones and propose emission control measures. It will also advise on land use policies to develop parking and charging infrastructure for green vehicles.
The Department of Industry and Trade is working on regulating the production, import and distribution of fuel in line with national emission standards. It is also tasked with proposing management rules for app-based transport services.
Urban planning agencies have been asked to integrate public transport and low-emission mobility into infrastructure development plans.
As of end-June 2025, the city had over 9.6 million vehicles, including more than 1 million cars. Following its merger with Binh Duong and Ba Ria-Vung Tau provinces, the city has about 1.5 million cars and 9.5 million motorcycles, scooters and other vehicles.
The Construction Department sought feedback from 20 agencies on the proposed restrictions in May. Only five have responded to date.
