HCMC – A memorandum of understanding to establish a sister partnership between HCMC and New York City was signed on September 22, with Vietnam’s Prime Minister Pham Minh Chinh witnessing.

HCMC’s Chairman Phan Van Mai signed the sister relationship memorandum of understanding with New York City Mayor Eric Adams.

Chairman Mai highlighted the similarities and great potential for both cities to progress. He emphasized that this signing represents a strong commitment to fostering comprehensive, substantive, and effective collaboration between the two countries at all levels.

Both HCMC and New York City, as major urban centers, face challenges in urban and environmental management. This partnership provides a foundation for the two cities to collaborate on mutual development and share experiences in management, innovation, and urban development.

Under this partnership, the chairman of HCMC envisions that the two cities will prioritize sharing experiences and collaborating in various domains, including economics, finance, culture, environment (with a particular emphasis on addressing climate change), scientific advancements, innovation and education.

In addition to government-level ties, this sisterly bond between the two cities will facilitate connections and collaboration among businesses, opening up new market opportunities.

For HCMC, this partnership will support the city in achieving its goal of becoming a regional and international financial center. The two cities will actively exchange and share experiences in areas such as green finance and cybersecurity. HCMC will also attract more investment from New York companies and investors, cementing its status as a financial center.

Moreover, this relationship will create conditions for city businesses to access capital from investment funds and investment banks in New York City.

Chairman Mai envisions that through collaboration in education, culture, and people-to-people exchanges, the people of the two cities will have more opportunities to meet and enhance bilateral understanding, cultivate knowledge, and build trust for peace, cooperation, and development.

HCMC currently maintains sister relationships with over 50 localities worldwide, serving as valuable resources and driving forces for the city’s development and global outreach.
