HCMC – HCMC plans to expand 5G coverage to 95% of its population and pilot 6G technology in certain areas within this year, according to a plan issued by the city’s Steering Committee for Science, Technology Development, Innovation and Digital Transformation.

The plan aims to implement Resolution 57 of the Politburo on advancing science, technology, innovation, and national digital transformation in the city.

Authorities will focus on completing digital infrastructure, data systems, and cybersecurity. The plan targets full 5G coverage in major urban areas, high-tech zones, industrial parks, seaports, airports, and logistics centers.

The city will also accelerate digital transformation in public administration. This includes expanding fully online public services and improving the performance of digital government systems.

Human resource development is another priority. The city plans to strengthen its workforce in digital and high-tech sectors and improve digital skills among public officials.

The plan calls for reviewing and revising policies to remove barriers to science, technology, innovation, and digital transformation. Authorities will also establish venture capital funds, introduce sandbox mechanisms for testing new technologies, and implement incentives to attract high-tech firms, startups, and foreign investors.

The city will propose separate public procurement mechanisms for science, technology, and digital transformation projects. These policies will prioritize speed, technological suitability, and risk acceptance. Pilot mechanisms will also be introduced to commercialize research and intellectual property funded by the state.

Authorities will invest further in infrastructure and test sandbox zones for unmanned aerial vehicles used in logistics and urban monitoring.

The city plans to apply digital technologies, big data, and shared platforms to address traffic congestion, flooding, environmental pollution, and public safety.

The plan also includes connecting technology exchanges across the southeastern region to strengthen the science and technology market, with priority areas including high-tech agriculture, environmental protection, healthcare, education, culture, and tourism.

Major technology programs will follow a collaboration model involving government agencies, businesses, and research institutions, with participation from domestic and international experts.
