HCMC – The VND120.4-trillion Beltway No. 4 project, which spans HCMC, Dong Nai and Tay Ninh, is slated to break ground between June and September 2026 and is expected to be completed within two years.
The HCMC Department of Construction has submitted a comprehensive master plan to the city People’s Committee outlining the rollout of the large scale infrastructure project.
Under the proposal, Beltway No. 4 will stretch about 159 kilometers across the three localities, with a preliminary total investment of VND120.4 trillion.
For site clearance and frontage roads, the city plans to issue land acquisition decisions and begin compensation payments from February 2026.
Authorities aim to hand over at least 70% of the cleared land and start construction in June 2026, with these components slated for completion in the first quarter of 2028.
For the main expressway section, the project will be implemented under a build-operate-transfer (BOT) model. The proposed timeline includes project approval in March 2026, investor selection and contract signing in June 2026, construction starting in September 2026, and completion with operations commencing in 2028.
Regarding implementation, the authorities of HCMC, Dong Nai and Tay Ninh will directly carry out the component projects within their respective jurisdictions.
Among them, the HCMC People’s Committee will serve as the focal point responsible for monitoring, coordinating and consolidating overall project progress.
Earlier, on June 27, the National Assembly approved a resolution on the investment policy for the HCMC Beltway No. 4 project. Preparatory work is set to begin in 2025, with the project expected to be completed and put into operation in 2029.
Component projects developed under the BOT model will be subject to investment guarantee mechanisms and revenue sharing arrangements for both increases and shortfalls, in accordance with regulations.
Beltway No. 4 is seen as a key interregional transport corridor, linking several major expressways such as Bien Hoa-Vung Tau, HCMC-Long Thanh-Dau Giay, HCMC-Thu Dau Mot-Chon Thanh, HCMC-Moc Bai and HCMC-Trung Luong, thereby helping ease pressure on the urban core and drive regional economic development.
