HCMC – HCMC’s Department of Construction is seeking feedback on a draft regulation proposing priority lanes for buses and expanding the network to 205 routes for the 2025-2030 period.

Under the draft plan, the city will add 95 new bus routes between 2025 and 2030, bringing the total to 205. The draft also proposes various support policies to improve bus service efficiency.

The city will implement priority traffic measures to ensure smooth bus operations, including dedicated or priority lanes for buses.

The network will be expanded to connect key transport hubs such as train stations, airports, interprovincial bus terminals, and urban centers, while integrating with metro lines, water buses, public bicycles, and other transport modes to ensure seamless connectivity.

The city also encourages the development of specialized bus routes, such as airport shuttles, interprovincial services, double-decker buses for tourists, and routes catering to specific travel needs.

Transport operators using electric or green-energy vehicles, as well as vehicles equipped with facilities for people with disabilities, will be given priority in service contracts.

HCMC currently operates 2,378 buses on 164 routes, with passenger satisfaction exceeding 80%, the highest among the city’s five public services.

In the first half of 2025, the bus system served 283 million passenger trips, up around 16.5% year-on-year.
