HCMC – Singapore and Vietnam will deepen cooperation in renewable energy, finance and the digital economy under a Comprehensive Strategic Partnership (CSP), Singapore’s Consul General Pang Te Cheng said at a reception marking Singapore’s 60th National Day in HCMC on August 25.
The CSP, Singapore’s first with an ASEAN country, includes renewable energy, carbon credits, subsea cable connectivity, and cybersecurity.
New projects include an expansion of the Vietnam–Singapore Industrial Parks network to 20 parks across 30 provinces, a pilot offshore wind project in Ba Ria–Vung Tau to export electricity to Singapore, and a 35-storey Vietnam headquarters of United Overseas Bank in HCMC’s International Financial Center. The Institute of Singapore Chartered Accountants will open a professional services center in HCMC next month to support cross-border business collaboration.
A detailed action plan will be finalized in October, when the prime ministers of both countries meet in Kuala Lumpur during the ASEAN Summit, Cheng said.

Speaking at the event, HCMC Vice Chairman Nguyen Manh Cuong congratulated Singapore on its national day and said the city was ready to broaden cooperation with Singapore.
“Singapore’s achievements are an inspiration to many nations, including Vietnam. HCMC looks forward to deepening ties in finance, high technology, education and infrastructure,” he said.

Cuong added that such cooperation would support the city’s ambition to become an international financial hub and high-tech center, underscoring the importance of Singapore as a strategic partner in the city’s development.
Singapore is one of HCMC’s largest foreign investors, with cumulative investment of at least US$14.3 billion from 2020 to 2024, accounting for about 25% of the city’s total FDI.
