HCMC steps up policy adjustments to resolve long-standing Thu Thiem issues

HCMC – The HCMC People’s Committee has reaffirmed its commitment to resolving long-standing issues related to the Thu Thiem New Urban Area, as shown by a meeting with affected residents held on December 29, 2025, focusing on dialogue, policy review, and implementation adjustments to protect their lawful interests.

According to a press release, the meeting was chaired by the chairman of the HCMC People’s Committee, with the participation of leaders from the Government Inspectorate, the Central Citizen Reception Committee, and representatives of relevant departments and agencies. At the meeting, conclusions issued by the Government Inspectorate regarding the Thu Thiem project were publicly reiterated to affected households, alongside an update on policies already implemented or under deployment to address remaining bottlenecks.

The city reported that the Thu Thiem New Urban Area covers 930 hectares, of which nearly 714 hectares have been cleared. Of the 14,357 compensation and support cases, 14,286 have been completed, leaving 68 unresolved cases covering more than 2.58 hectares.

City leaders said HCMC has seriously implemented the Government Inspectorate’s conclusions and directives from the prime minister. The city has acknowledged shortcomings during the project’s implementation and has proactively reviewed and issued additional policies to ensure residents’ legitimate rights and interests within the legal framework.

Compensation, support, and resettlement policies have been adjusted over time to better reflect practical conditions. Most recently, Decision No. 70/2025/QD-UBND, issued on May 23, 2025, amended several provisions related to compensation timing, support for resettlement price differences, and housing arrangements for cases previously deemed ineligible.

According to the city’s Department of Agriculture and Environment, the policies are designed to maximize the application of existing regulations to ensure affected residents have stable housing and living conditions equal to or better than before relocation.

Several special cases arising from the prolonged implementation of the project have also been addressed, including resettlement arrangements for households with small land-use areas, additional support for residents living in State-owned housing, and the option for certain groups to purchase resettlement apartments at capital-preservation prices.

At the implementation level, An Khanh Ward authorities are reviewing individual cases to apply revised policies, aiming to increase compensation and reduce the financial burden on residents purchasing resettlement housing. Additional staff have been assigned by the Department of Agriculture and Environment to support local authorities and speed up the resolution of remaining cases.

The city said its continued focus on dialogue, policy adjustment, and implementation is intended not only to conclude the Thu Thiem project but also to stabilize residents’ lives and strengthen public trust.
