HCMC – The Standing Committee of the HCMC Party Committee has issued a resolution to implement the National Assembly’s Resolution 188, aiming to have approximately 187 kilometers of metro lines operational by 2030.
Under the plan, the city will leverage mechanisms from Resolution 260, which amends Resolution 98, to enhance decentralization and clarify administrative responsibilities.
The city aims to overhaul its management, investment, and operational models for the metro system, with a focus on developing high-quality human resources for long-term growth. The metro network is envisioned as the backbone of the city’s public transit system, improving both inner-city and regional connectivity.
HCMC plans to adopt the Transit-Oriented Development (TOD) model to establish a multi-centric urban structure and foster a green, livable environment.
By 2030, the metro system is expected to handle 20-30% of commuter demand, with the figure projected to rise to 35-50% by 2035 and 50-60% by 2045.
In addition to the operational Metro Line 1, the city expects to complete five more lines by 2030, bringing the total network length to 187 kilometers. Priority projects include Metro Line 2 (Tham Luong – Ben Thanh – Thu Thiem), the extension of Metro Line 1 to the former Binh Duong New City, and Phase 1 of Metro Line 6.
The network is planned to expand to 462 kilometers by 2035 and reach approximately 700 kilometers by 2045.
To secure funding, HCMC will diversify investment sources, using public capital to trigger private investment. The city is also studying incentives to encourage businesses to develop commercial and service hubs around metro stations to optimize land use and boost ridership.
