HCMC targets to join world’s top 100 cities

HCMC – The first Congress of the HCMC Party Committee for the 2025-2030 tenure concluded on October 15, adopting 30 key development targets, three breakthrough programs, and 10 major tasks to guide the city’s path toward becoming a global, livable metropolis.

At the closing session, Nguyen Van Duoc, deputy secretary of the HCMC Party Committee and chairman of the HCMC People’s Committee, presented the draft resolution, which was unanimously approved by the participating delegates. The document highlights achievements in the 2020-2025 term and calls on the Party Committee of the city to seize new opportunities, overcome challenges, and fulfill the goals set for the next five years.

According to the resolution, HCMC aims to build a clean and strong Party organization, a streamlined political system, and a dynamic, innovative administration that continues the city’s pioneering role in national industrialization and modernization.

By 2030, marking the 100th anniversary of the Communist Party of Vietnam, the city targets becoming a modern, innovative, and globally integrated urban center with a high-income economy and one of the world’s top 100 cities.

By 2045, it strives to be among the 100 best cities globally, a leading economic, financial, tourism, service, education, and healthcare hub in Asia.

The 30 development targets cover economic, social, urban, environmental, defense, and Party-building aspects. Key indicators include average annual GRDP growth of 10–11%, per capita GRDP of US$14,000–15,000 by 2030, and digital economy accounting for 30–40% of GRDP. The city plans to add nearly 200,000 social housing units, relocate half of households along canals, ensure at least one free annual health screening for all citizens starting in 2026, and expand healthcare and education infrastructure.

The three breakthrough programs focus on institutional reform, infrastructure development, and human resource improvement.

To achieve these goals, the congress approved 10 major development tasks, including restructuring the economy toward innovation and green growth; developing integrated, multi-centered urban spaces; promoting cultural and educational advancement; enhancing public healthcare; managing natural resources sustainably; ensuring national defense and security; deepening international integration; strengthening public participation and social unity; reforming state governance; and building a capable, ethical, and innovative leadership team.

Tran Luu Quang, secretary of the HCMC Party Committee, highlighted that the resolution embodies the city’s collective will and determination in the new era “for the city’s development over the next five years and beyond.”

With this vision, HCMC seeks to advance sustainably, expand its regional and global influence, and continuously improve the quality of life for its residents.
