HCMC tightens dust control at construction sites as air quality declines

HCMC — The People’s Committee of HCMC has told all construction sites to install covers and spray water to limit dust emissions amid rising air pollution levels toward the end of the year.

Bui Minh Thanh, vice chairman of the HCMC People’s Committee, signed a directive to strengthen air pollution control measures for the remaining months of 2025, reported the Government news website (baochinhphu.vn).

The city’s Department of Agriculture and Environment said air quality typically declines from October to March, with higher PM2.5 concentrations affecting public health.

The directive requires departments and local authorities to coordinate efforts to control emissions in line with guidance from the Ministry of Agriculture and Environment and the prime minister.

The Department of Construction has been assigned to inspect and fine trucks carrying construction materials without proper covers. Developers and contractors must cover construction sites, spray water to reduce dust, and clean vehicles entering and leaving the sites. Repeat violations will lead to temporary suspension of projects.

Authorities will also conduct random inspections of industrial facilities with high emissions, including cement, steel, and thermal power plants.

Local authorities are required to prevent open burning of waste, straw, and agricultural by-products, and promote reuse under circular economy models.

The city will maintain its air quality monitoring network, increase measurement frequency in polluted areas, and publish daily Air Quality Index (AQI) updates.

The Department of Health will advise residents on ways to protect themselves from air pollution, especially vulnerable groups such as the elderly, children, and those with chronic illnesses.
