HCMC to allow workers to stay at factories

HCMC – The HCMC government has told the HCMC Export Processing and Industrial Zones Authority (Hepza) to ask enterprises meeting certain requirements to arrange for their workers to stay at the factories after work.

The city has issued a directive on enhancing key missions and solutions to control the Covid-19 pandemic and achieve the socioeconomic development targets for this year, Phap Luat newspaper reported.

The directive is aimed at ensuring the dual task of fighting the pandemic to protect the health of people and ensuring socioeconomic growth. The HCMC government has paid much importance to the safety at industrial and export processing zones.

Therefore, Hepza was assigned to ask enterprises to ensure their employees regularly make health declarations and to closely monitor their health to detect Covid-19 cases early.

Hepza will also coordinate with the relevant agencies to put in place anti-pandemic plans in industrial and export processing zones to promptly adjust and supplement solutions in line with the reality.

In addition, the HCMC government asked Hepza to draft a response plan in case of detection of Covid-19 cases and propose policies for laborers.

The authority must also sign commitments on pandemic prevention and control with enterprises and the local authorities and keep a close watch on enterprises’ compliance with these commitments.

Moreover, Hepza must ask enterprises to frequently assess the pandemic transmission risk, monitor the anti-pandemic work at their factories and suspend the operations of those failing to meet the requirements.

Under the directive, the city also asked the municipal Department of Health to enhance the management of people under quarantine and prepare more centralized quarantine centers in case the pandemic spreads further.

Meanwhile, the Department of Industry and Trade must propose solutions to ensure the sufficient supply of cargo and address the scarcity of goods, especially in areas practicing social distancing in accordance with the prime minister’s Directive 16.

The Department of Home Affairs will have to change the working methods of State administrative agencies, while the Department of Labor, Invalids and Social Affairs was told to propose policies for laborers hit by the pandemic.

The Department of Transport was assigned to propose solutions to manage transport services to adapt to social distancing and ensure the transport of cargo and materials serving production and business activities.

The city also asked the Department of Information and Communications to help enterprises apply digital transformation in production and business, such as e-offices, online payments, e-signature and virtual meetings, and use the city’s online Covid-19 map. The Department of Finance was asked to tighten control over the budget spending and suggest solutions to eliminate the difficulties facing State-owned enterprises and State agencies.

Moreover, the municipal Department of Education and Training will have to work out plans to organize examinations and plans for the upcoming school year.
