HCMC – A film studio complex spanning 100 to 150 hectares will be developed in HCMC apart from other projects, aiming to address the critical shortage of international-standard venues for large-scale events and entertainment production as well as to bolster the city’s cultural industries.

Under the directive issued on April 2 by the HCMC People’s Committee, the city will also develop an AI-powered Vietnam Music Museum and launch the “School Theater” initiative to cultivate young audiences. The Department of Culture and Sports oversees such projects.
To support these ambitions, the Department of Finance has been assigned to propose mechanisms for land use and capital, including the potential establishment of a Cultural Industry Development Fund based on a venture capital model to support creative startups.
HCMC is home to over 17,670 businesses and 97,000 workers in the sector. Recently recognized by UNESCO as a “Creative City of Film”—the first in Southeast Asia—the city targets cinema, performing arts, and digital content as its core growth drivers through 2030.
