HCMC – HCMC is mapping out four free trade zones as part of a broader plan to build a smart logistics hub and a mega port based on big data.
The city’s Department of Industry and Trade has released a report on studies for the proposed zones which will be located in Can Gio, An Binh, Bau Bang and Cai Mep Ha.
The plan calls for a smart port-logistics cluster linking Cai Mep, Thi Vai and Can Gio, aimed at optimizing supply chains, cutting emissions and positioning the city as a leading international trade gateway in Southeast Asia.
The Can Gio FTZ is planned near the Can Gio International Transshipment Port project and the Ganh Rai Bay area, covering 1,000 to 2,000 hectares. This strategic location is expected to position Can Gio as a direct link to major global shipping routes.
The Cai Mep Ha FTZ, located in Phu My Town adjacent to the Cai Mep-Thi Vai international port, will span about 3,700 hectares and comprise three functional zones: a transport hub, a logistics and industrial area, and a high-tech industrial zone integrated with urban and service facilities.
The Bau Bang FTZ, situated along the route linking the Cai Mep-Thi Vai Port and the Moc Bai border gate in Tay Ninh, is near the Bau Bang international railway station on the HCMC-Loc Ninh route.
Covering around 100 hectares, it is planned as a transshipment hub for goods from the Central Highlands and Cambodia to seaports.
The An Binh FTZ is located near the Song Than inland container depot, offering convenient links to the Cai Mep-Thi Vai Port and the Moc Bai border gate. Spanning about 100 hectares, it will serve both road and international rail transport.
The FTZ proposals have drawn interest from both domestic and foreign investors, including DP World, Vingroup, and the Geleximco joint venture.
However, implementation remains stalled due to the lack of a legal framework and special policies, particularly regarding taxation, investment and land.
The department has proposed adding a dedicated FTZ mechanism to Resolution 98, with open and flexible incentives to attract investment and support business operations.
