HCMC to develop TOD zones around metro stations

HCMC – HCMC will create transit-oriented development (TOD) zones within a 1,000-meter radius of metro stations and depots to support green and smart urban growth, local media reported.

The People’s Council of HCMC has approved a resolution to plan, review, and adjust TOD areas, local media reported. Entire land parcels within the 1,000-meter radius will be included. For parcels only partially within the boundary, the city government will decide whether to include the full parcel or just the section inside the zone.

Planning agencies will coordinate with the Department of Agriculture and Environment and local authorities to define boundaries for approval by the People’s Committee.

The resolution allows more flexible planning standards. The floor area ratio may increase by up to 1.5 times. Green roof areas can be converted into public green space credits, with 2 square meters of rooftop greenery counted as one square meter of park or public green space.

The city envisions TOD zones as hubs for smart, eco-friendly urban activities, encouraging creative commerce and green services while restricting the construction of new low-rise residential houses.

Earlier, a proposal by the Department of Agriculture and Environment identified 22 state-managed land plots totaling over 290 hectares near metro stations with high development potential. These sites, along with privately managed plots, could generate around VND152.6 trillion. After deducting estimated compensation costs of VND32.2 trillion, the city expects net revenue of approximately VND120 trillion.
