HCMC – HCMC will inaugurate Vietnam’s International Financial Center (IFC-HCM) on December 19 as the city completes preparations on infrastructure, staffing and investor engagement.

The city has arranged the headquarters for the IFC’s management and supervisory agencies in three phases, according to the Vietnam News Agency.

In the first phase, the IFC-HCM will operate from the sixth floor of the building at 123 Truong Dinh Street. The second phase will relocate operations to 8 Nguyen Hue Boulevard, which is currently being renovated and is expected to be ready before the Lunar New Year 2026. The final phase will see the construction of a fully developed IFC-HCM complex in the Thu Thiem urban area.

At a meeting on December 9 with Permanent Deputy Prime Minister Nguyen Hoa Binh, Truong Minh Huy Vu, director of the city’s Institute for Development Studies, said departments are reviewing digital infrastructure and the city’s data center network. HCMC currently has 16 data centers, several of which meet high technical standards suitable for IFC-HCM operations.

More than 50 investors and institutions have shown interest in the project. They fall into four groups: infrastructure, finance, technology, and digital services.
