HCMC to pilot electric motorcycle conversion for 20,000 drivers

HCMC – HCMC plans to convert 20,000 gasoline motorcycles to electric versions in a pilot program starting this year, targeting ride-hailing and delivery drivers.

The initiative, outlined in a draft proposal to be submitted this week, aims to cut emissions and build Vietnam’s first electrified two-wheeler ecosystem. The HCMC Institute for Development Studies drafted the plan with input from specialized agencies.

The program focuses on drivers for ride-hailing platforms like Grab, Gojek, and Be, who will receive subsidies for electric motorcycle purchases or batteries and gain access to low-interest loans. Participants will gain priority access to central city areas and dedicated charging stations.

The city will partner with electric motorcycle manufacturers, battery providers, banks, and ride-hailing companies to implement the plan. A network of charging and battery swap stations will be set up at bus terminals, commercial centers, and parking areas.

The southern metropolis proposes national standards for universal battery compatibility to streamline infrastructure use and a digital platform to track vehicle data, routes, and emission reductions in real time.

The pilot is expected to cut CO2 emissions by 10,000–15,000 tons annually and reduce drivers’ fuel costs by up to 50%. It will also create jobs in charging and maintenance services.

By 2030, the city aims to convert half of its technology-based two-wheelers to electric. The long-term goal is to phase out older gasoline motorcycles from ride-hailing services.

Challenges include high electric motorcycle costs, insufficient charging infrastructure, and drivers’ financial constraints, the draft noted.
