HCMC to redraw Thu Thiem plan for new administrative center, metro link

HCMC – HCMC will revise the master plan of the Thu Thiem New Urban Area through 2040 to build a political and administrative center, and a central square, and adjust the alignment of Metro Line 7, according to the city government.

The HCMC People’s Committee assigned An Khanh Ward to prepare adjustments to the former Thu Duc City’s master plan covering the Thu Thiem area. The ward will develop proposals, submit them for approval, and coordinate revisions to the 1/2000-scale zoning plan for Sub-area No. 1, including areas 3, 4, and surrounding zones.

The revised plan will support the development of a political and administrative center and a central square on about 128.5 hectares. Authorities aim to define priority projects and introduce policies to attract strategic investors.

The administrative center is expected to rise about 26 stories, including a six-story podium and a 20-story tower. The facility will serve around 6,000 officials and public employees. Construction is scheduled to begin in the second quarter of this year.

Authorities will also reorganize facilities such as the Children’s Palace and the Symphony Hall to create a multi-functional public space. The adjustment will increase land for public amenities without changing the total permitted floor area.

Separately, the city has revised the route of Metro Line 7 through Thu Thiem to connect directly with the planned administrative center. The line will run from Thu Thiem 4 Bridge along Bui Thien Ngo Street and the To Huu axis instead of Tran Bach Dang Street, before joining Tran Nao Street. Some stations will be adjusted to align with infrastructure plans.

Metro Line 7 will stretch more than 51 kilometers, including about 16.5 kilometers underground and nearly 35 kilometers elevated, with 34 stations and two depots at Tan Kien and Long Truong. Six stations will be located in Thu Thiem.

The underground section of Metro Line 2 between Ben Thanh and Thu Thiem, nearly six kilometers long, is also being prioritized for completion by 2030. Thaco has proposed the project which would cost an estimated VND33 trillion.

The Thu Thiem New Urban Area, approved in 1996, covers 930 hectares on the eastern bank of the Saigon River, opposite downtown HCMC. City authorities are accelerating planning adjustments to support development following slower-than-expected progress.
