HCMC to use state budget to fund Thu Thiem 4 bridge

HCMC – The Executive Board of the Ho Chi Minh City Party Committee has approved the use of state money to finance the construction of Thu Thiem 4 bridge across the Saigon River, instead of public-private partnership (PPP) as earlier planned.

At its third meeting today morning, January 7, the Executive Board of the Party Committee of HCMC for the first term (2025–2030) agreed that more than VND5 trillion from the state budget would be used to fund the project.

A review of reports by relevant agencies indicates that the project would be carried out under a build-operate-transfer (BOT) contract worth more than VND5.3 trillion, and that the city would use public land as a means of payment for the investor. However, in the implementation process, the city determined that since public land resources were limited, it would be better to use state money to build Thu Thiem 4.

Speaking at the meeting, Bui Xuan Cuong, vice chairman of the People’s Committee of the city, said the bridge would have a total length of 2.1 kilometers, starting at Nguyen Van Linh Parkway in the area near the intersection with Tan Thuan 2 Bridge in Tan Thuan Ward, and ending at Nguyen Co Thach Street in the Thu Thiem New Urban Area in An Khanh Ward.

The bridge would have eight lanes, including six lanes for motor vehicles and two mixed-traffic lanes, with a design speed of 60 km/h, Cuong noted.

This is a Group A project, so the People’s Council of the city will decide an investment policy while the People’s Committee of the city will approve the investment.

Cuong said key transport infrastructure projects in the Thu Thiem New Urban Area, including four main arterial roads, technical infrastructure for the northern residential area, and Nguyen Co Thach Street, have largely been completed.

But at present, the Thu Thiem New Urban Area is only connected to the existing city center and has yet to be linked with the city’s southern urban area, piling traffic pressure on existing roads such as Ton Duc Thang and Nguyen Tat Thanh streets.

Therefore, Thu Thiem 4 bridge has been identified by the city as a key and urgent project that should be prioritized for investment to gradually synchronize the area’s overall technical infrastructure in line with the approved master plan.

The total cost is estimated at over VND5.06 trillion. Of this, component one—covering compensation, support, and resettlement—is projected at around VND1.385 trillion, while component two—the construction of Thu Thiem 4 Bridge—will require about VND3.679 trillion. The project is scheduled to be implemented from 2025 to 2028.
