HCMC warns commune, ward leaders over land clearance delays

HCMC – The HCMC government will hold commune- and ward-level leaders accountable if delays in land clearance slow down key projects, said HCMC Chairman Nguyen Van Duoc.

Speaking at a meeting on September 25 on the deployment of the resolution of the Party Committee of the HCMC People’s Committee in the 2025-2030 term, Duoc stressed that site clearance is critical for infrastructure development. He noted that many local administrations have struggled in the early months of operating under the two-level local government system, citing shortages of staff, limited expertise, and reluctance among officials to approve compensation plans.

To address this, HCMC will assign personnel to directly support major projects such as the Beltway No. 3, the expansion of National Highways 13 and 22, the extensions of Vo Van Kiet and Nguyen Van Linh boulevards, and the relocation of makeshift houses along canals.

The Department of Agriculture and Environment will also set up task forces to work with grassroots authorities on land clearance. Duoc said the performance of 168 communes and wards would be measured by their ability to deliver progress. “If land clearance is poorly handled and projects stall, local leaders will be held responsible,” he said.

Traffic congestion and flooding remain two of HCMC’s most pressing challenges. Duoc said the city could address its motorbike traffic issues within the next decade if infrastructure development is carried out effectively.

Looking ahead, HCMC has set a goal to be among the world’s 100 most livable cities by 2030 and among the top 100 best cities by 2045. The city will soon hire international consultants, together with domestic partners, to draw up a new urban development plan. The approach will involve coordinated growth with neighboring provinces, based on each area’s strengths.

On the institutional side, the city is preparing to submit revisions to Resolution 98/2023 to the National Assembly at the October session, seeking more incentives to attract investment.
