HCMC – The 16th National Assembly (NA) of Vietnam opened its inaugural sitting in Hanoi today, April 6, marking a pivotal leadership transition for the 2026-2031 term.
The sitting is set to elect and approve 39 high-ranking positions, including the NA Chairperson, the State President, and the Prime Minister.

The move follows the successful 14th National Party Congress and the elections of the National Assembly and People’s Councils at all levels. This sitting is seen as a strategic milestone to institutionalize the Party’s 14th Congress resolutions and establish a robust legal foundation for Vietnam’s new era of development.
The morning session began with delegates paying tribute at the Ho Chi Minh Mausoleum before convening for the opening ceremony, featuring a keynote speech by Party General Secretary To Lam. A primary focus of the day is the election of the new NA Chairperson. Following a vote, the newly elected leader is scheduled to perform a solemn swearing-in ceremony and deliver an inaugural address at 11 a.m.

Beyond personnel matters, the 16th NA is breaking tradition by immediately tackling a heavy legislative agenda. Instead of waiting for the second sitting, lawmakers will review and pass eight laws and one resolution, including amendments to the Law on Civil Status and the Law on the Capital. This initiative-taking approach reflects a shift toward a development-enabling parliament that prioritizes quality and efficiency.
The sitting also highlights a paperless NA model, with all documents digitized and provided via specialized apps. This modernization aims to enhance transparency and streamline the decision-making process for major five-year socio-economic and financial plans through 2030.
