Investment plan for HCMC-Moc Bai expy re-submitted

HCMC – The government of HCMC has submitted a revised proposal for the public-private partnership (PPP) investment format of the HCMC-Moc Bai Expressway, replacing the earlier version .

Phan Van Mai, chairman of the HCMC People’s Committee, announced that the pre-feasibility study and related documents for the expressway project have been updated, clarified, and completed.

According to the new proposal, the project will start at HCMC Beltway No. 3 in Cu Chi District, HCMC, and end at National Highway 22 in Ben Cau District, Tay Ninh Province.

The expressway will have a total length of about 51 kilometers, with 24.7 kilometers of it in HCMC and the remaining 26.3 kilometers in Tay Ninh Province. It is planned to have six lanes, but in the first phase, four lanes would be built.

Both sides of the expressway will have a rest area each in Trang Bang Town, Tay Ninh Province. The construction and operation costs of these areas will be funded by the private sector.

The preliminary land requirement for the project is around 409.3 hectares, with 566 households affected.

The total investment for the expressway project is estimated at VND19.6 trillion, with construction and equipment accounting for VND9.3 trillion, and site clearance, resettlement, and compensation at VND6.8 trillion.

Around VND9.7 trillion, or 49.31% of the total, will be sourced from the state budget, while the investor will contribute VND9.9 trillion, accounting for 50.69%. Construction is expected to commence in 2025 and be completed in 2027.

Once completed, the HCMC-Moc Bai Expressway will help alleviate traffic congestion on National Highway 22, increase competitiveness by reducing travel time and enhancing transportation capacity for goods and passengers to and from HCMC, reduce traffic safety risks, enhance tourism attractiveness in the region, and decrease environmental pollution.
