HCMC – Local steel manufacturers have urged the Government to impose anti-dumping duties on coated steel imports from China and South Korea, citing concerns over market disruptions and unfair competition.
The Vietnam Steel Association (VSA) has requested the Ministry of Industry and Trade to investigate and address the impact of rising coated steel imports. Since anti-dumping duties on coated steel (case AD02) expired in May 2022, imports from China have surged, accounting for 64-67% of total imports between 2022 and 2023.
On February 21, the ministry imposed provisional anti-dumping duties ranging from 19.38% to 27.83% on hot-rolled coil (HRC) imports from China and India under case AD20. However, coated steel remains exempted, despite five domestic firms filing a petition in late 2024 to investigate alleged dumping.
Domestic manufacturers warn that rising costs due to HRC tariffs, coupled with an influx of cheap coated steel imports, are harming local production. Industry representatives argue that the lack of protective measures for coated steel could weaken Vietnam’s broader steel sector.
The Ministry of Industry and Trade has stated that it will continue investigations and work with stakeholders to assess the impact of imported steel on the domestic industry.
