HCMC – The Ministry of Construction has recommended that 18 major developers, including Vingroup, Sun Group, and Becamex IDC, participate in social housing development as part of a nationwide push to address housing shortages.
The ministry has submitted its proposal to the Government, identifying both the developers and 15 provinces and cities with the highest demand for social housing, reported the Government news website (baochinhphu.vn).
The recommended developers include Vingroup, Sun Group, Viglacera, HUD, Hancorp, Nam Long, Becamex IDC, Vinaconex, Kinh Bac Urban Development, UDIC, TasecoLand, Cat Tuong, Thudo Invest, CCI, and several state-run construction units under the Ministry of National Defense.
The 15 localities prioritized for these projects are HCMC, Hanoi, Bac Ninh, Tay Ninh, Dong Nai, Phu Tho, Hung Yen, Haiphong, Vinh Long, Dak Lak, Danang, Nghe An, Thai Nguyen, Ninh Binh, and Quang Tri.
The ministry said selected companies must demonstrate strong financial capacity, proven experience in housing and urban development, and the ability to mobilize investment capital. They are also required to ensure compliance with quality, safety, and construction timelines.
Beyond technical and financial requirements, companies are expected to commit resources specifically to the social housing segment and work alongside the Government to meet housing welfare goals.
The proposal also aims to maintain regional balance by selecting firms capable of implementing projects in high-demand areas such as Hanoi, HCMC, Binh Duong, Dong Nai, Bac Ninh, Haiphong, Quang Ninh, and Danang.
Developers will be asked to make long-term commitments for the 2025-2030 period, forming an integrated value chain from planning and design to construction, operation, and management, with a focus on quality and affordability.
