HCMC – The People’s Committee of HCMC has assigned the Management Authority for Urban Railways (MAUR) to oversee the development of seven metro lines, under a special mechanism approved by the National Assembly.
The decision follows Resolution 188/2025/QH15, which grants HCMC and Hanoi special authority to accelerate urban railway projects.
MAUR will manage lines including an extension of the Ben Thanh–Suoi Tien route, and new lines connecting key areas such as Thu Thiem, Cu Chi, Tan Son Nhat International Airport, and the Saigon Hi-Tech Park.
The city instructed MAUR to propose funding plans for 2021–2035 and annual capital allocations. It also ordered the agency to complete procedures to close out the ODA-funded Line 2 project and prepare feasibility studies for upcoming lines.
HCMC’s first metro line began commercial operations in December 2024. The construction of the second metro line is scheduled to start by late 2025 and finish in 2030. Other lines are expected to begin site clearance from 2025 to 2027 and start construction in 2027.
By 2035, the city aims to have 355 kilometers of urban railway. The resolution allows HCMC to mobilize capital through central funding, revenue increases, ODA, local bonds, and land use under a transit-oriented development (TOD) model.
Authorities also plan to establish a council to review route alignments and TOD zoning.
